Who is entitled to a gun salute?
Today, the U.S. military fires a 21-gun salute in honor of a national flag, the sovereign or chief of state of a foreign nation, a member of a reigning royal family, and the president, ex-presidents and president-elect of the United States.
At any military funeral, shots fired are part of the three-volley salute after the death of a veteran. All gun salutes need not amount to twenty-one shots and may depend on a specific hierarchy based on status or rank. What must be noted is that the number of shots fired will always amount to an odd number.
A gun salute by a rifle squad is reserved for veterans who retired from military service, service members killed on active duty, and Medal of Honor recipients.
Figures who receive the honor include visiting heads of state, members of currently reigning royal families, the current president, the president-elect, and ex-presidents. A 21 gun salute typically occurs during a president or ex-president's funeral, but it can also occur any time they make a relevant appearance.
Who Is Eligible to Receive the Burial Flag? Generally, the flag is given to the next-of-kin, as a keepsake, after its use during the funeral service. When there is no next-of-kin, VA will furnish the flag to a friend making request for it.
The following individuals are eligible to receive military funeral honors: Military members who die while on active duty. Veterans who served in the active military, naval or air service, and were discharged or released from that service by means of an “honorable” or “under honorable conditions” discharge.
Do You Tip the Honor Guard at a Funeral? It's not necessary to tip the honor guard at a funeral. This service is provided free of charge by the U.S. military to honor veterans. If your deceased loved one was in the military forces, it's possible that an honor guard will play a role at the funeral event.
The firing of three rifle volleys (rounds) over the graves of fallen armed forces members and political leaders can be traced to the European dynastic wars, when fighting was halted to remove the dead and wounded.
Typically three fired cartridges are placed into the folded flag prior to presentation to the next of kin; the cartridges signify "duty, honor, and sacrifice.”

What is included in a full military honors funeral?
Funeral honors include the playing of "Taps," the presentation of a U.S. flag, and a detail of uniformed military personnel. These honors are provided for free for veterans and active-duty members. See if you or your loved one is eligible for military funeral honors.
These service members are expected to salute several times during the burial, including when the hearse passes in front of them, whenever the casket is moved, when the formal gun salute is given, whenever Taps is played, and when the casket is laid to rest in the ground.
At military funerals, one often sees three volleys of shots fired in honor of the deceased veteran. This is often mistaken by the laymen as a 21-gun salute, although it is entirely different (in the military, a "gun" is a large-calibered weapon).
Any person (Active, National Guard, or Reserve) who has completed at least one enlistment or other obligated military service and received an honorable discharge is eligible for Military Funeral Honors.
Sequence of Events for Military Funeral Honors
Military members present arms (render a salute). Casket team secures the casket. Non-commissioned officer-in-charge (NCOIC), officer-in-charge (OIC) and chaplain salute. Chaplain (military or civilian) leads the way to the gravesite, followed by casket team.
Can a flag that has covered a casket be displayed after its original use? There are no provisions in the Flag Code to suggest otherwise. It would be a fitting tribute to the memory of the deceased veteran and his or her service to a grateful nation if the casket flag is displayed.
Can his coffin be wrapped in a flag? It is appropriate for any patriotic person to make and be granted the same honor as military to have a flag drape the coffin. Only those who served in the military, however, are provided the flag for free.
Veterans death benefits
A veterans burial allowance helps pay for transportation, funeral, and burial costs for an eligible veteran. If you qualify, the VA will repay a fixed amount for these costs.
VA Hospitalized Veteran - If the veteran was hospitalized by VA when they died, VA will pay a $893 burial allowance and $893 for a plot. Indigent Veteran With No Next-of-Kin - The VA will furnish either a casket or cremation urn for interment in either a national, state, or tribal veterans cemetery.
Army, Navy and Marine Corps general officers may receive a battery cannon salute (17 guns for a four-star general, 15 for a three-star, 13 for a two-star, 11 for a one-star), if available. Minute guns may be used for general officers/flag officers of the Coast Guard, Marine Corps and Navy, if available.
Do spouses get military funerals?
Spouses and dependents of eligible veterans are entitled to be buried at California's State Veterans Cemeteries, provided they meet the eligibility criteria established by the U.S. Department of Veterans Affairs (VA). If both spouses are eligible veterans, each is entitled to his/her own grave or marker.
While a salute is considered to be a gesture of respect, there's etiquette involved when it comes to rendering a hand salute, whether you are a veteran, active service member, or civilian. As a civilian, saluting soldiers is not a recommended way to honor a current or former member of the military.
During the ceremony of hoisting or lowering the flag or when the flag is passing in a parade or in review, all persons present in uniform should render the military salute. Members of the Armed Forces and veterans who are present but not in uniform may render the military salute.
A later amendment further authorized hand-salutes during the national anthem by veterans and out-of-uniform military personnel. This was included in the Defense Authorization Act of 2009, which President Bush signed on Oct. 14, 2008.
